Ending Aid for AIDS?: Oral Histories of the Funding, De-Funding and Refunding of US Sponsored HIV Prevention Organizations in Yunnan, China
Abstract: Currently many are wondering about the long-term impacts on the Trump administrations massive cuts to foreign aid projects, however, such withdrawals of foreign aid occurred over a decade ago in China. This work in progress book chapter, looks at the oral histories of five LGBT HIV prevention NGOs in Kunming, Yunnan that were created through Western aid programs to reform China’s public healthcare system and promote LGBT identities, but then lost their international backing in the mid-2000s and needed to turn towards the Chinese CDC for continued support. In this chapter I explore how desires for scientific progress, public health and individual freedoms shaped and motivated connections between transnational actors during the early 2000s, and what happened to these ideas when frictions occur, and networks disconnect from the global.
